With its deep yellow exterior and iron-wrought balconies, this is one of the most handsome apartment building in the city. It was originally built as a Prussia State Delegacy building in 1894–1895 and later owned by various families or companies which gave the building its name: the Belgian Helbig family, the Jewish merchant Botton-Botton, Victoria Insurance and, finally, Doğan Insurance.
